Institutional relations & professional events · Paris

The outsourced institutional relations function for companies that do not have one.

CERIEP is a Paris-based consultancy in institutional relations and professional events. On behalf of companies without a dedicated department, it handles relations with public and institutional actors: introductions, public-private partnership projects, memberships of professional networks, and the organisation, facilitation and follow-up of the meetings, seminars and events where those relations take shape. In France and internationally.

Services

One outsourced function, two families of services

CERIEP works for companies and organisations that have no institutional relations or public affairs department, yet need to deal with government bodies, local authorities, public agencies or professional organisations. It takes over, in the executive's place, the day-to-day procedures (contacts, meetings, follow-up) so that they can focus on decisions.

Outsourced institutional relations

Introductions to public and institutional actors

Identifying, within government bodies, local authorities, public agencies and professional organisations, the counterparts with authority on the matter; preparing the contact; organising the first meeting; maintaining the relationship over time.

Public-private partnership projects: relational support

For a company that wishes to propose or join a project involving public and private actors: identifying the public stakeholders, organising and preparing working meetings, keeping the thread of exchanges up to the decision.

CERIEP provides no legal advice, financial advice or contract structuring: these remain with the client's qualified advisers.

Memberships and professional networks

Choosing the federations, chambers, clubs and professional organisations that are useful to the company, joining them, and turning membership into real presence rather than a subscription line.

Public affairs and institutional dialogue

For a company that needs to make its situation or positions known to public authorities: monitoring of the texts and decisions that concern it, mapping of decision-makers, structuring of the argument from the client's own material, organisation and preparation of meetings, follow-up of exchanges.

Where this activity qualifies as interest representation under the French "Sapin II" transparency law, CERIEP registers with the register of interest representatives of the High Authority for Transparency in Public Life (HATVP) as soon as the legal thresholds are reached, declares its clients and actions, and applies the corresponding ethical obligations. See the commitments.

In all these services, CERIEP acts on behalf of its client, within the framework agreed with them.

Meetings, seminars and events

Line illustration: participants of different origins, women and men, talk around two meeting tables; one of them stands to speak.

Design, organisation and logistics coordination of professional events

Designing and delivering meetings, working sessions, roundtables, seminars and forums that bring together private and public organisations, from the programme to the final report.

Third-party costs are paid by the client at actual cost. CERIEP is paid through its fees, set in the quotation (fixed fee or percentage of the coordinated budget), and receives no commission from suppliers.

Meeting and seminar facilitation

Taking charge of a meeting end to end, before, during and after, so that participants can focus on substance.

In person, remotely or in hybrid format. Working sessions, management meetings, roundtables, seminar sessions.

Meeting follow-up (PMO)

Outsourcing the discipline of follow-up: every decision has an owner, a deadline and a status, and the client has a consolidated view.

Follow-up covers the meetings handled by CERIEP; it confers no authority over the client's projects or staff.

Method

Four steps, from order to follow-up

Every assignment follows the same sequence, written down and agreed with the client before work begins.

  1. Scoping

The client sends a written request: purpose, expected participants, date, format, location. CERIEP confirms promptly what it will take on and under which conditions.

  2. Preparation

Identification of counterparts or participants, agenda agreed with the client, invitations and confirmations, briefing note, venue and supplier coordination where needed.

  3. Facilitation

Running the meeting or event: keeping to the agenda, managing time and interventions, summarising decisions and actions at the close.

  4. Minutes and follow-up

At the client's request: written minutes delivered within two working days, with decisions, actions, owners and deadlines, then follow-up of action progress until the next meeting or for the agreed period.

About

An independent practice dedicated to relations between the private and public sectors

CERIEP is a sole proprietorship based in Paris, whose registered activity is institutional relations consultancy and professional events. It operates as an outsourced department: a single point of contact who prepares, facilitates and reports, without subcontracting facilitation, and who fits into the client company's own rhythm.

Three rules apply to all services. Independence: CERIEP represents no interest of its own, receives no commission from suppliers and acts for its clients only within the framework agreed with them. Confidentiality: participants' identity, the content of discussions and the documents produced belong to the client. Traceability: at the client's request, every meeting gives rise to written minutes and action follow-up.

These rules, and those governing public affairs, are written down: CERIEP's commitments and general terms of service.

Frequently asked questions

What managers ask before entrusting us with an assignment

What exactly does CERIEP do?

For companies without a dedicated department, CERIEP acts as an outsourced institutional relations function: introductions to public and institutional actors, relational support for public-private partnership projects, memberships and professional networks. It organises, facilitates and follows up the related meetings, seminars and events. CERIEP acts on behalf of its clients, within the framework agreed with them: it identifies, prepares, organises, facilitates and follows up.

Who is CERIEP for?

Companies and organisations that need to deal with government bodies, local authorities, public agencies or professional organisations without having an institutional relations or public affairs department. CERIEP's usual counterparts are executives, department heads, project managers and external relations managers.

Does CERIEP do interest representation (lobbying)?

Yes, when the client requests it, under the "Public affairs and institutional dialogue" service. CERIEP then applies the French Sapin II law: registration with the HATVP register of interest representatives as soon as the legal thresholds are reached, annual declaration of clients and actions, compliance with ethical obligations (declared identity, no gifts or benefits, no false information, no resale of information). CERIEP refuses any success fee tied to a public decision. In all cases, CERIEP acts on behalf of its client, within the framework agreed with them. These rules are set out on the Commitments page.

What does support for public-private partnership projects cover?

The relational and organisational side: identification of public stakeholders, organisation and preparation of meetings between partners, minutes and follow-up of commitments, coordination with the client's advisers. CERIEP provides no legal advice, financial advice or contract structuring.

Where and in which languages does CERIEP operate?

CERIEP is based in Paris and operates in France and internationally, in person, remotely or in hybrid format, in French, English, Arabic and Spanish. Travel outside the Paris region is subject to prior written agreement.

How does an assignment unfold?

Each assignment is covered by a written order stating the purpose, date, format, expected participants and the client's expectations. CERIEP prepares (counterparts, agenda, briefing note, invitations, logistics), facilitates the meeting or event and, at the client's request, delivers written minutes with decisions and actions, then follows up on actions until the next meeting or for an agreed period.

What are the contractual and pricing terms?

CERIEP works under a service agreement, usually with a confidentiality undertaking. Meeting facilitation is charged per meeting; an ongoing outsourced function or the design of an event is quoted separately. Third-party costs (venue, catering, equipment, membership fees) are paid by the client at actual cost; CERIEP's fees are set in the quotation. Any new request, change of scope after the order is accepted, or service outside the order is subject to a supplement quoted before execution.

What lead times should be expected?

Where the client requests them, meeting minutes are delivered within two working days after the meeting. For a seminar, an event or an ongoing assignment, the schedule is set in the order.

How does CERIEP handle confidentiality and participants' data?

Information received during an assignment (participants' identity, content of discussions, documents) remains confidential. Participants' personal data is processed solely for the purposes of the assignment, on the client's instructions, in accordance with the GDPR, and is returned or deleted at the end of the assignment.
